Expatriates will be given a grace period of two months to transfer their data from the old passports to the new ones and for renewing their passports so that they do not have to pay fines (Via Arabtimes)
The fines charged for failing to report to the concerned authorities about the renewal of expatriates’ passports or extension of their validity are to be paid by their Kuwaiti sponsors or companies, reports Al-Anba daily quoting security sources.
They indicated that these fines will be listed in the company’s portfolio and will be imposed on the owners of the company (sponsors) irrespective of whether the permits of the expatriates are under Article 18 (private sector employees), Article 20 (domestic workers) or Article 17 (government sector employees) or any such residence articles of the country. Acting Director General of Residency Visa Affairs at the Ministry of Interior Major General Talal Marafie affirmed that the government is not ready to back down on the decision to implement appropriate law by enforcing fines on the expatriates violating law that stipulates update of their passports and transfer of residence from old passports to new passports.

Major General Marafie urged concerned expatriates to update their data in the appropriate office to avoid the pitfall of violations. He stressed that government will not handle the issue with kid’s gloves, since the proceeds will go into the national treasury. He explained the implementation of law number 121/1959 that stipulates quick update of data by expatriates is the only way to avoid violating Article 24 of the law.
The law stipulates a maximum of three months jail term with a minimum fine of KD 300 and maximum fine of KD600, he added. He affirmed that the ministry has yet to apply any new law, noting it only activated the automation system between various concerned authorities and the Interior Ministry. He reiterated the automation system will automatically discover the violation and disrupt the transactions of the violator, and prevent him from traveling until the fine is paid.
