Expats can leave Kuwait without fine

Deputy Prime Minister and Minister of Interior Anas Al- Saleh has issued a decree to exempt every residency violator from paying fines, provided they leave the country within the month of April.

According to the decree, the violators of the residency law who do not leave the country during the period from April 1 to April 30, will be subjected to penalties and will be deported as well as banned from returning. Any expatriate who wishes to leave the country can return unless prohibited for another reason.

Meanwhile Al-Anba daily reported that the decision issued by Minister Anas Al-Saleh stipulates that expatriates who do not have a residence permit or whose residence permits have expired must leave the country from any of the designated ports. The exit procedures will be carried out at these ports without the need to obtain approvals from any other parties.

Those among the residency violators who express desire to stay in the country and are ready to pay the relevant fines without being referred to the investigation authorities must pay the fines and their status will be rectified, provided they meet the conditions for residence permits.

This applies in only the following cases – wives of Kuwaiti citizens, non-Kuwaiti parents of Kuwaiti men and women, non-Kuwaiti children and husbands of Kuwaiti women, non-Kuwaiti widows or divorced women who are the guardians of their Kuwaiti children, domestic workers, and expatriates who are in violation of the residency law and are present in the country as of March 1, 2020.

A violator of the residency law who leaves the country during the period specified in Article 1 of this decision is exempted from paying the fines stipulated in the Amiri Decree No. 17/1959 and the relevant decisions. This does not apply to those who entered the country after the date of the issuance of this decision.
