If youโ€™ve ever paid a recruitment office in Kuwait to bring in a domestic worker and walked out without a receipt, youโ€™re not alone. Lots of families here have paid whatever the office asked, with no proof and no idea if the price was even legal.

The Public Authority for Manpower (PAM) wants that to stop. It has told the public it can now report recruitment offices directly through an electronic service called Report Me, built into the Easy application.

โšก The short version
  • PAM has opened its Report Me service to complaints about recruitment offices and companies.
  • You can report an office for charging more than the legal fee limit, or for not giving you a receipt.
  • Reports go in through the Easy app, which is run by the Authority.
  • PAM says the goal is better oversight of the labour market and a stronger fight against human trafficking.

What exactly changed?

PAM says Report Me lets anyone flag violations of labour laws, regulations and decisions that fall under its watch. This isnโ€™t only about recruitment offices. But the Authority specifically called out domestic worker recruitment as an area it wants the publicโ€™s help with.

Two problems get named directly. First, offices or companies charging fees above the limit the law allows. Second, offices that take your money but donโ€™t issue a receipt for it. Both are now things you can report, by name, through the app.

This builds on the wider Report Me rollout PAM announced earlier this month, which already let workers flag labour violations, as we reported on 1 October. The service has already expanded to cover 8 types of labour violations through Sahel, as we noted when PAM added more reporting categories earlier this month. This latest announcement pushes it further into the recruitment office side of things.

So who does this affect?

This matters most to families who use recruitment offices to hire domestic workers, housemaids, drivers, nannies and similar roles. If thatโ€™s you, this is a direct way to push back if an office tried to charge you extra on top of the legal fee, or refused to give you a paper or digital receipt for what you paid.

It also matters to the domestic workers themselves. Recruitment practices affect how much debt a worker starts with, and overcharging offices often pass hidden costs onto the workerโ€™s side too. PAM frames this as part of its effort to fight human trafficking, which often starts with exactly this kind of unregulated fee-charging.

For other expat workers in Kuwait, not directly tied to domestic worker recruitment, this specific announcement is narrower. It doesnโ€™t change your visa, your salary, or your contract. But itโ€™s a sign PAM is actively building tools for the public to flag labour-market problems, not just workers reporting their own employers.

How to file a report

  1. Open the Easy application on your phone. This is run by the Public Authority for Manpower.
  2. Find the Report Me service inside the app.
  3. Choose the type of violation. Select the option for excessive fees or missing receipts if thatโ€™s your situation.
  4. Fill in the details PAM asks for, including information about the recruitment office or company involved.
  5. Submit the report through the app.

PAM hasnโ€™t published a detailed public breakdown of exact fee caps or how fast complaints are reviewed in this announcement. If youโ€™re unsure what the legal fee for your service should be, itโ€™s worth asking the office directly for a written breakdown before you pay, and keeping anything they give you as proof.

What this means for you

If youโ€™re an expat family hiring through a recruitment office, this gives you a real channel to complain, rather than just accepting whatever youโ€™re charged. Keep every text message, invoice or WhatsApp confirmation you get from the office, even informal ones. They could matter if you decide to report.

If you run or work for a legitimate recruitment office, this is also a signal that PAM is watching fee practices more closely than before. Issuing proper receipts and sticking to the legal fee schedule protects you too.

Quick answers

Do I need proof before I report an office?

PAMโ€™s announcement doesnโ€™t list required documents, but any receipt, message or payment record you have will help your case.

Is this only for domestic worker recruitment?

No. Report Me covers labour violations generally, but PAM specifically mentioned domestic worker recruitment offices and companies in this announcement.

Does this affect my visa or employer directly?

Not on its own. This is about recruitment office conduct, not your work visa status. If you have a separate workplace issue, that likely falls under other PAM or Sahel reporting categories, as covered in our piece on the serviceโ€™s wider rollout.
