I came across this today while scrolling through the Official Gazette updates, and I thought it was worth breaking down properly, because it touches more people than you’d think – not just journalists and TV stations, but anyone who runs a page, promotes products online, or works in events and entertainment.
Kuwait has quietly done something big: it’s torn up three separate media laws and replaced them with one unified law. If you’ve ever wondered why Kuwait’s media rules felt like a patchwork of old print-era regulations bolted onto newer internet rules, this is meant to fix exactly that.
- Decree-Law No. 102 of 2026 creates one new Media Regulation Law, published in Kuwait Alyoum, issue No. 1811.
- It repeals the 2006 Publications law, the 2007 Audiovisual Media law, and the 2016 Electronic Media law.
- The law covers newspapers, TV and radio, electronic media, social media advertisers and promoters, news agencies, film production, cinemas, and advertising.
- It comes into force six months after publication, with a further six months for people to adjust once the executive regulations are issued.
Why bother merging three laws into one?
The government’s own explanatory memorandum is pretty candid about the reasoning: technology moved faster than the old laws could keep up with. The 2006 and 2007 laws were written before social media existed in any meaningful way, and even the 2016 electronic media law is starting to show its age given how much broadcasting, publishing and influence has shifted online since then.
So instead of patching old laws again, the government opted for one updated framework that’s supposed to flex with technology rather than lag behind it. That’s the stated goal, anyway – whether it works in practice is something we’ll only know once the detailed regulations are out.
Who actually falls under this law?
This is where it gets relevant to ordinary residents, not just media companies. The law’s scope includes:
- Newspapers and publications
- Audiovisual and broadcasting (including rebroadcasting) services
- Electronic media
- Social media advertisers and promoters
- News agencies and correspondents for Arab and foreign outlets
- Artistic production companies, films and cinemas
- Artistic and musical events
- Advertising generally
