Kuwait officially launched the ‘E-envelope system’
The Public Authority for Civil Information (PACI) officially launched the ‘eenvelope system’ yesterday during a press conference held at its premises.
This system simplifies the procedure of renewing the civil ID by replacing the old manual procedure with a new electronic one that can be done from home. Currently, this service is available for four main categories: Registration of newborns, first time registration of maids, renewal service for Kuwaitis and renewal service for non-Kuwaitis. “These are the easiest transactions that can be done online,” said Musaed Al-Asousi, Director General of PACI during the press conference. “In the future, more services will be added including change of address, replacement of lost cards and applications for dependents, till we cover all or most services,” he added. Quantum leap This new project is applied by PACI for the first time and is considered a quantum leap. “Till now, people were using the express envelope, available in more than 100 machines, located in different locations, mostly in co-ops, costing 250 fils. Applicants follow-up by phone, online or inperson, while PACI’s couriers collect the envelopes in cartons, take them to PACI, where the employees enter the data, scan the photos, and then the documents are transferred to the waste,” he explained. The old process took a long time, but now it’s faster and easier. “In this new e-envelope system, the applicant enters the data himself and scans the photos. The applicant accesses the website, chooses the service and enters the data. Within 40 seconds, a PACI employee registers the submitted data. In this way, we shortened the documenting session and only used one employee. Now, they can finish 1,000 transactions within less than 3 hours. The employee will then check if the photos are correct as well as other data. In case of providing false data on purpose, the applicant may face legal sanctions,” stressed Asousi. Old envelopes Tareq Al-Rashid, Director of System Development and Database Department explained the steps of the electronic transaction through a live presentation. “The new e-envelope saves time and money as people can finish their work from their house online,” he noted. The regular old envelopes are still available and people can use them. Also, the SMS service that was launched 5 years ago is still available. “Through the SMS service, PACI communicates with the patron without him attending. Through this service, the patron can ask about his transaction by sending a short text message (SMS) to 1889988,” he added.
