Need a loan in Kuwait but don’t know which bank to pick? You are not alone. Kuwait has about ten local banks. They all follow the same Central Bank rules, so the loans look alike at first. But the small details are different, such as the minimum salary, whether you must move your salary, and whether expats can apply. These details decide which bank is best for you.
We checked the official pages of every major bank in Kuwait, the Central Bank of Kuwait (CBK) rules and the latest news on bank lending in 2026. Here is a simple guide, bank by bank.
Quick answer: which bank is best?
- Best overall for most people: NBK. 6.5% fixed rate, up to KD 25,000, KD 400 minimum salary, and its main page says your salary does not have to be with NBK. There is also no fee for early settlement.
- Best for Islamic (Sharia-compliant) finance: KFH or Boubyan. They are the two biggest Islamic banks, but many of their best offers are for Kuwaitis who move their salary.
- Best for expats on a lower salary: Warba Bank or KIB. Comparison sites list minimum salaries of about KD 200 to KD 250. Check these figures with the bank first, because they may be old.
- Best for expats in government or oil jobs: Commercial Bank of Kuwait, Burgan or ABK. They have special packages for these employers.
- Best for a home (Kuwaiti citizens): Kuwait Credit Bank. It is the state housing lender. Commercial banks also lend up to KD 70,000 for housing.
The rules every bank in Kuwait must follow
The Central Bank of Kuwait sets strict limits on personal loans. These rules are the same at every bank, so no bank can offer you “more” than this.
| Rule | Limit |
|---|---|
| Consumer (personal) loan | Up to 25 times your net monthly salary, maximum KD 25,000 |
| Consumer loan period | Maximum 5 years |
| Housing loan | Maximum KD 70,000, up to 15 years |
| Consumer + housing together | Maximum KD 95,000 |
| Monthly instalments (all loans + credit cards) | No more than 40% of net salary (30% for retirees) |
| Loan insurance | No more than 2% of the loan amount |
| Balloon (big final) payments | Not allowed |
| Switching bank | Allowed after you have paid 30% of your instalments |
Interest rate: The CBK discount rate has been 3.50% since December 2025. Reports say banks can charge at most the discount rate plus 3% on consumer and housing instalment loans. That is why most banks now show 6.5%. Consumer loans are at a fixed rate. Housing loan rates can change, but only every 5 years, and by no more than 2% (or the change in the discount rate, if that is smaller).
How much salary do you need?
Because of the 40% rule, your salary decides how much you can borrow. At 6.5% over 5 years:
| Loan amount | Monthly instalment (about) | Net salary needed (about) |
|---|---|---|
| KD 5,000 | KD 98 | KD 245 |
| KD 10,000 | KD 196 | KD 490 |
| KD 15,000 | KD 294 | KD 735 |
| KD 25,000 | KD 490 | KD 1,225 |
This assumes you have no other loans or credit cards. If you already pay KD 100 a month on a card or car loan, that money comes out of the same 40%. The 25-times rule also applies: a person earning KD 600 can borrow at most KD 15,000.
Expats: what changed in 2026
Banks have not stopped lending to expats. But in 2026 many banks became more careful, according to Gulf News. They now look closely at:
- Job security: jobs that may go to Kuwaitis under Kuwaitisation are seen as riskier.
- Your profession: doctors, engineers, health workers and IT/AI staff are preferred.
- Years of service: about 10 years or more with your employer is seen as low risk.
- End-of-service benefits: a bigger indemnity gives the bank more safety.
- Your employer: government, oil sector, companies listed on Boursa Kuwait or companies on the bank’s approved list get better treatment.
So as an expat, start with the bank that already receives your salary, or the bank that has your employer on its approved list.
Bank by bank: loans in Kuwait
1. National Bank of Kuwait (NBK)
NBK is the largest bank in Kuwait, and its consumer loan is one of the clearest in the market.
- Rate: 6.5% fixed
- Amount: up to KD 25,000
- Period: 1 to 5 years, with up to 3 months before the first instalment
- Minimum salary: KD 400
- Salary transfer: NBK’s main loan page says it is “not necessary”. An older NBK page for expats says salary transfer is needed, so ask your branch.
- Age: Kuwaitis under 75 at the end of the loan; expats under 65
- Early settlement: no fee, and no future interest is charged. You can also make part payments (minimum KD 100) for free.
- Insurance: optional, and NBK pays half the cost (death cover only)
- Extras: loan buyout (move your loan from another bank) and refinancing, both at 6.5%
Best for: anyone with a salary of KD 400 or more who wants a simple, flexible loan.
2. Commercial Bank of Kuwait (CBK โ Al Tijari)
- Rate: 6.5% (one older page shows 7.25% for non-Kuwaitis, so confirm the current rate)
- Consumer loan: up to KD 25,000 under CBK rules. An older page shows 15 times salary, up to KD 15,000, for non-Kuwaitis.
- Housing loan: KD 1,000 to KD 70,000 over 2 to 15 years
- Expats: minimum salary KD 400, at least 4 months with your current employer, age 21 to 59, and you must work for the government, the oil sector or a company on the bank’s list
Best for: expats in government or oil jobs, and people who want a housing loan from a commercial bank.
3. Gulf Bank
- Rate: consumer loan at 6.5% on the bank’s rate list
- Al Afdal loan: consumer and housing loan together, up to 15 years for Kuwaitis and up to 10 years for expats (the consumer part is still limited to 5 years by CBK rules)
- Salary transfer: required
- Expats: comparison sites list a minimum salary of KD 300 (with end-of-service benefits) or KD 400 (without)
Good to know: Gulf Bank is changing into an Islamic bank. It is also in merger talks with Warba Bank, which owns 32.75% of it. Its loan products may change in the coming months, so read the latest terms before you sign.
Best for: people who want one long loan that covers both home and personal needs.
4. Al Ahli Bank of Kuwait (ABK)
- Amount: 25 times salary, up to KD 25,000
- Period: up to 5 years, fixed rate
- Open to: Kuwaitis and expats
- Offers: a 2026 salary-transfer offer for Kuwaitis (KD 400 basic salary, 24 months). There is also a package for oil-sector staff, where the minimum salary for non-Kuwaitis is KD 600.
Best for: oil-sector employees and Kuwaitis who want a salary-transfer gift.
5. Burgan Bank
- Consumer loan: up to KD 25,000, up to 5 years
- Housing loan: up to KD 70,000, up to 15 years, for buying or renovating a home
- Expats: the Al Rateb account is open to expats working in government with a salary of KD 400
Good to know: Burgan does not show its rates online, so call or visit to get a quote. Its profit fell in early 2026, but that does not change your loan contract.
Best for: expats in government jobs and people who want to compare a second quote against NBK.
6. Kuwait Finance House (KFH)
KFH is the largest Islamic bank in Kuwait. It does not give “loans” with interest. It uses Tawarruq and Murabaha, where the bank buys goods and sells them to you at a fixed profit. The monthly payment works much like a loan.
- Consumer finance: 25 times salary, up to KD 25,000, up to 60 months including any grace period
- Salary: if your salary is not paid into KFH, you need a salary-transfer continuity certificate
- Tawarruq: up to 10 years against acceptable guarantees, with monthly, quarterly, half-yearly or yearly payments
- Kuwaitis only: the emergency cash service and the salary-transfer cash gifts
- Expats: the Al-Amil account is for non-Kuwaitis in private-sector jobs, and the Advance and Premium tiers are open to expats
Best for: Kuwaitis who want Islamic finance and salary-transfer rewards.
7. Boubyan Bank
- Type: Islamic (Murabaha)
- App finance: fast finance through the Boubyan app for Kuwaitis aged 21 to 65 who transfer their salary
- Short-term finance: up to KD 10,000 for Kuwaitis
- General products: KD 500 minimum net income, age 18 or older
- Expats: the bank asks expats to check their eligibility directly
Best for: young Kuwaitis who want quick, fully digital Islamic finance.
8. Warba Bank
- Type: Islamic
- Products: consumer finance, medical finance, car finance and housing finance
- Personal finance: comparison sites list up to KD 25,000 over 5 years, with a minimum salary of KD 250 and no salary transfer
- Car finance: listed with a KD 400 minimum salary and salary transfer
- Open to: Kuwaitis and expats aged 21 or older (its Murabaha has been open to both)
Best for: expats on a lower salary who want Islamic finance. Confirm the KD 250 figure with Warba, because it comes from a comparison site.
9. Kuwait International Bank (KIB)
- Type: Islamic (Goods Murabaha)
- Listed terms: minimum salary KD 200, salary transfer, up to 5 years, about 5.5% reducing rate (3.06% flat)
- Open to: Kuwaitis and expats in government and private jobs
Best for: expats with a small salary. These figures come from a comparison site, so check them with KIB.
10. Kuwait Credit Bank (state bank)
This is not a normal bank. It gives housing loans to Kuwaiti citizens who qualify for housing welfare, up to KD 70,000. A new law in 2026 (Decree-Law 114/2026) brings in mortgage financing over up to 25 years. Expats cannot use it.
Best for: Kuwaiti families building or buying a home.
11. Industrial Bank of Kuwait
The Industrial Bank lends to factories and industrial projects. It does not give personal loans to salaried people.
Foreign banks in Kuwait
Kuwait also has branches of foreign banks, such as HSBC, Citibank, BNP Paribas, Doha Bank and Qatar National Bank. Most of them mainly serve companies, and their personal loan options for residents are limited. If you are an individual, a local bank is usually the easier choice.
All banks compared
* Check with the bank. These figures come from older pages or comparison sites.
Conventional loan or Islamic finance?
A conventional loan charges interest. Islamic finance (Murabaha or Tawarruq) charges a fixed profit on goods the bank sells to you. In Kuwait, both follow the same CBK limits: KD 25,000, 5 years and the 40% rule. So the choice is mostly about your beliefs, and then about which bank gives you the lower total cost. Always ask for the reducing (annual) rate, not only the “flat” rate. A 3% flat rate is really close to 5.5% a year.
Documents you will need
- Civil ID (or Kuwait Mobile ID)
- Salary certificate from your employer, addressed to the bank
- Recent bank statements (usually 3 to 6 months)
- For expats: a valid residency and passport, and sometimes a letter about your end-of-service benefits
- Salary transfer letter, if the bank requires it
7 tips before you sign
- Start with your own bank. It already knows your salary, so approval is faster.
- Get at least two quotes. Compare the total amount you will pay, not only the monthly instalment.
- Ask about early settlement. NBK charges no fee, so make sure the other bank matches this.
- Check the insurance. By law it cannot cost more than 2% of the loan.
- Count your credit cards. Their limits reduce how much you can borrow.
- Remember the 30% rule. After you pay 30% of your instalments, you can move your loan to a bank with a better offer.
- Don’t borrow the maximum just because you can. Leave room in your salary for emergencies.
Quick answers
What is the loan interest rate in Kuwait in 2026?
Most banks charge 6.5% on consumer loans. This is the CBK discount rate (3.5%) plus 3%.
Can expats get a loan in Kuwait?
Yes. Most banks lend to expats, but they check your job, your employer and your years of service more closely in 2026.
What is the minimum salary for a loan in Kuwait?
It is usually KD 400 at the big banks. Some Islamic banks are listed from KD 200 to KD 250.
What is the maximum personal loan in Kuwait?
KD 25,000, or 25 times your net salary if that is lower. Together with a housing loan, the limit is KD 95,000.
Which bank gives a loan without salary transfer?
NBK’s consumer loan page says salary transfer is not necessary. Warba is also listed without salary transfer. Confirm this when you apply.
Can I move my loan to another bank?
Yes, after you have paid 30% of your instalments. NBK, for example, offers a loan buyout service.
Our verdict
There is no single “best bank” for everyone, because the price is almost the same everywhere (6.5%). The best bank is the one that accepts your profile on the easiest terms. For most salaried people, NBK is the safest first choice because it has clear rules, no early settlement fee and no forced salary transfer. Kuwaitis who want Islamic finance should compare KFH and Boubyan. Expats on smaller salaries should ask Warba and KIB. Expats in government or oil jobs will find good packages at Commercial Bank, ABK and Burgan.
