The best country to live in GCC ?

Written by

in

Dubai or Doha? Riyadh or Muscat? If you are thinking about a life in the Gulf, you have probably asked yourself this question many times. Maybe you have a job offer in your inbox right now. Maybe your friend keeps telling you, “Come to Bahrain, life is easy here!”

Here’s the truth: there is no single “best” GCC country. There is only the best country for you. A young single person who loves weekend brunches will be happy in a very different place than a family trying to save for a house back home.

So we did the hard work for you. We looked at expat surveys, safety rankings, rent prices, tax rules and visa options for all six countries. Then we put it all side by side, in plain English. Grab a coffee โ˜•, and let’s find your perfect match.

โšก Short on time? Here’s the quick answer: The UAE is the best all-rounder. Oman gives you the best quality of life for your money. Bahrain is the easiest place to feel at home. Qatar is ideal for families. Saudi Arabia is where careers are growing fastest. Kuwait is great for saving money, but expats rate its lifestyle the lowest.

๐ŸŽฏ Quiz: Which GCC country matches you?

Answer 4 quick questions. Pick one answer for each.

1. What matters most to you right now?

2. How do you like to spend your weekend?

3. What is your monthly budget for rent?

4. How do you feel about strict social rules?

Please note: Prices, rules and visa limits in the Gulf change often. The numbers here come from public reports and surveys from 2024 to 2026. Always check official government websites before you make a big move. You can also read our earlier take: Which GCC Country Offers the Best Life for Expats in 2026.

1. All Six Countries at a Glance

Before we dive deep, here is the big picture: 20 things that matter to expats, side by side. Look at the rent row first. The gap between Dubai and Muscat might surprise you!

*Rough monthly averages in the main city, from 2025โ€“2026 listings and reports; Kuwait and Muscat are estimates. Expat population shares are approximate. Rankings come from Numbeo (safety, quality of life) and InterNations Expat Insider 2023 (happiness).

2. What Do Expats Really Say?

Numbers are useful, but nothing beats hearing from real people. The biggest global expat survey, Expat Insider by InterNations, asks thousands of expats one simple thing: how happy are you in your new country? In its 2023 survey, the Gulf results looked like this:

Gulf rankCountryWorld rank (out of 53)
๐Ÿฅ‡ 1Bahrain9th
๐Ÿฅˆ 2UAE11th
๐Ÿฅ‰ 3Oman12th
4Saudi Arabia28th
5Qatar31st
6Kuwait53rd (last)

Surprised that tiny Bahrain beats glamorous Dubai? Many people are. Expats say Bahrain feels like a friendly small town where people actually know your name. Kuwait, on the other hand, has sat near the bottom of this survey for years. The main complaint? It is hard to make friends and feel at home.

๐Ÿ‘‰ Bottom line: For pure happiness, Bahrain, the UAE and Oman lead the pack.

3. Head-to-Head: How They Compare

Now let’s go topic by topic. Keep a note of which ones matter most to you. That’s how you will find your winner.

๐Ÿ’ฐ Cost of Living: Where Does Your Money Go Further?

Let’s start with the big one. If you have ever looked at Dubai rent prices, you know the feeling. ๐Ÿ˜…

In Mercer’s 2024 cost-of-living study, Dubai was the most expensive city in the Middle East for international workers (15th in the whole world). Abu Dhabi came 43rd, Riyadh 90th, Manama 110th, Kuwait City 119th, Doha 121st and Muscat 122nd.

And here’s a number to remember: in 2026, Numbeo found that daily costs in Muscat (not counting rent) are about 26% lower than in Dubai. That’s real money every month.

Cheapest to most expensive (roughly): Oman โ†’ Bahrain โ†’ Kuwait โ†’ Saudi Arabia โ†’ Qatar โ†’ UAE.

Already living in Kuwait? See how your budget compares with our Kuwait cost of living and salary savings calculator, or find out how one family manages on a KD 600 monthly budget in Kuwait.

๐Ÿ‘‰ Bottom line: Oman wins on value. Dubai wins on… making your wallet cry.

๐Ÿ’ต Salaries and Taxes: How Much Can You Keep?

This is why most of us came to the Gulf in the first place, right? Good news: no GCC country takes income tax from your salary today.

Oman will be the first to change that. From 1 January 2028, it plans a 5% tax, but only on people earning more than OMR 42,000 a year (about $110,000). So most expats will never pay it.

  • Highest salaries: Qatar, the UAE and Saudi Arabia usually pay the most, especially in oil and gas, finance, tech and construction.
  • Best for saving: Kuwait and Qatar. Good salaries, no VAT, and fewer temptations to spend. The strong Kuwaiti dinar also helps when you send money home (see how currency changes affect expats in Kuwait).
  • Watch out for VAT: Saudi Arabia charges 15% on most things you buy. Bahrain charges 10%. The UAE and Oman charge 5%. Qatar and Kuwait charge nothing.

๐Ÿ’ก Did you know? The Kuwaiti dinar is the highest-valued currency in the world. One dinar is worth more than three US dollars!

๐Ÿ›ก๏ธ Safety: Can You Walk Home at Midnight?

In most Gulf cities, the answer is yes. This is one of the safest regions on the planet, and parents especially love that.

  • In Numbeo’s 2025 safety index, the UAE was #1 in the world. Qatar was #3, Oman #6, Saudi Arabia #14 and Bahrain #16. Kuwait came 38th.
  • In the 2026 city ranking, Abu Dhabi was named the safest city in the world. Doha came 4th, Muscat 8th, Riyadh 34th and Kuwait City 73rd.
๐Ÿ‘‰ Bottom line: The UAE and Qatar are the safest, with Oman close behind.

๐ŸŒด Quality of Life: Who Is Living Their Best Life?

Here’s a fact that surprises a lot of people. Numbeo’s mid-2026 Quality of Life Index placed Oman 3rd in the whole world. Not 3rd in the Gulf. 3rd on the planet! Qatar came 12th, the UAE 29th, Kuwait 34th and Saudi Arabia 38th.

Why Oman? Life moves at a gentle pace. Traffic is light. The air is cleaner. And on the weekend, you can swim with turtles in the morning and hike a green mountain valley in the afternoon. ๐Ÿขโ›ฐ๏ธ

๐ŸŽ‰ Lifestyle and Freedom: How Much Fun Can You Have?

Be honest with yourself here. Are you a “brunch and rooftop” person, or a “quiet evening at home” person? Your answer changes everything.

  • UAE: The most open and international. World-class restaurants, beaches, shopping and events. People from over 200 countries live here, so you’ll never feel like an outsider.
  • Bahrain: Relaxed and open. It’s known as the most easygoing country in the Gulf.
  • Oman: Quiet and traditional, but very welcoming. A dream for outdoor lovers: hiking, camping, diving.
  • Qatar: Modern and growing, but more conservative. Alcohol is only in hotels and one permit-based shop.
  • Saudi Arabia: Changing faster than anywhere else. Cinemas, concerts and tourism are now open, and women can drive. But it is still the most conservative country here.
  • Kuwait: Strict rules, alcohol is fully banned, and there is less entertainment. Many expats say life can feel a bit slow. Before moving, read our list of things that can get you deported from Kuwait. Trust us, it’s worth knowing!
๐Ÿ‘‰ Bottom line: Want freedom and fun? Choose the UAE or Bahrain.

๐Ÿ  Housing: How Much for a Roof Over Your Head?

Dubai rents have gone up every single year since 2021. A one-bed flat now costs around AED 7,500 ($2,000) a month on average. Compare that with Riyadh, where a similar flat costs around SAR 3,500 ($930). In Manama it’s about BHD 335 ($890), and many Bahrain rentals even include furniture and bills.

In Qatar, many employers give housing as part of the job. Lucky you, if you get that! Moving to Kuwait? Follow our step-by-step guide on how to find and rent an apartment in Kuwait.

๐Ÿ‘‰ Bottom line: For affordable housing, Oman and Bahrain win easily.

๐Ÿ›‚ Visas: Can You Stay Long-Term?

One big worry for every expat: “What happens if I lose my job?” That’s where long-term “golden” visas come in. Every Gulf country now has one. They let you stay without a job sponsor. (Just remember: none of them lead to citizenship.)

CountryLong-term visaProperty route (approx.)
๐Ÿ‡ฆ๐Ÿ‡ช UAEGolden Visa (10 years)AED 2 million (~$545,000). Off-plan property can also qualify.

๐Ÿ‡ง๐Ÿ‡ญ BahrainGolden Residence (10 years)BHD 130,000 (~$345,000), lowered from BHD 200,000.
๐Ÿ‡ด๐Ÿ‡ฒ OmanInvestor Residency (5 or 10 years)Around OMR 200,000โ€“250,000 (~$520,000โ€“$650,000), depending on the route.
๐Ÿ‡ธ๐Ÿ‡ฆ Saudi ArabiaPremium ResidencyReal estate route from SAR 4 million (~$1.07 million).
๐Ÿ‡ฐ๐Ÿ‡ผ KuwaitVery limited optionsExpats mostly cannot buy property.

The UAE gives you the most ways in. You can also qualify through a high salary, special skills, a business or study, not only property.

For regular work and family visas, check our guides to Kuwait visa rules and salary limits for 2026, Saudi Arabia’s family visa rules for expats and extending a UAE visit visa. Not sure if you qualify? Try our free Kuwait visa checker.

๐Ÿ’ก Did you know? Qatar has the cheapest property route to residency in the Gulf. It costs less than half of what the UAE asks.

๐Ÿฅ Healthcare: Will You Be in Good Hands?

Healthcare is modern in all six countries. The UAE and Qatar have the best private hospitals and the widest choice. In Dubai and Abu Dhabi, health insurance is required by law, so your employer must cover you. In Kuwait and Oman, expats often pay extra fees at public hospitals, so many choose private clinics instead.

๐ŸŽ“ Schools: What About the Kids?

If you have children, this one might decide everything. The UAE has the biggest choice of international schools: British, American, IB, Indian and more. Qatar and Saudi Arabia also have good options.

But here’s a warning: school fees across the Gulf are high. Always ask for an education allowance before you sign your contract. If you are heading to Kuwait, see our list of the best schools in Kuwait.

๐Ÿ’ผ Jobs: Where Are the Opportunities?

  • Saudi Arabia: The hottest job market right now. Vision 2030 and giga-projects like NEOM, the Red Sea and the record-breaking Jeddah Tower (see Jeddah Tower vs Burj Khalifa) need thousands of engineers, managers and tech experts.
  • UAE: The widest variety of jobs: finance, tech, tourism, aviation, trade and startups.
  • Qatar: Strong in energy, gas and government jobs.
  • Kuwait, Oman, Bahrain: Smaller markets, and all three push hard to hire their own citizens first (“localisation”). Jobs can be harder to land. Browse the latest jobs in Kuwait or read about AI jobs in Kuwait.
๐Ÿ‘‰ Bottom line: Ambitious? Saudi Arabia and the UAE are where the action is.

๐Ÿค Settling In: Will You Feel at Home?

Moving abroad can feel lonely at first. So how easy is it to make friends? Bahrain usually scores best here. Expats describe locals as warm and the island as easy to get around. Omanis are also famous for their kindness. In the UAE, almost everyone is an expat and English is everywhere, so you’ll fit in fast. Kuwait scores lowest for making friends.

โ˜€๏ธ Weather: Can You Handle the Heat?

Let’s be real: summer in the Gulf is hot. Think 45ยฐC and above from June to September. ๐Ÿฅต But Oman has a secret. In summer, the Salalah region gets a cool, green, rainy season called khareef. Families from all over the Gulf drive there to escape the heat. And winters everywhere (November to March) are simply lovely.

7. The Final Verdict ๐Ÿ†

๐Ÿฅ‡ Best overall: UAE. No other Gulf country gives you the same mix of jobs, safety, freedom and long-term visas. If you can handle the rent, it’s the easiest place to build a life.

๐Ÿฅˆ Best for happiness and value: Oman. Cheaper, calmer and greener. And in 2026, it was ranked one of the top three countries in the world for quality of life.

๐Ÿฅ‰ Best for settling in: Bahrain. Expats keep calling it the friendliest, easiest country in the Gulf. That says a lot.

And the rest? Qatar is a fantastic choice for families. Saudi Arabia is the rising star for careers. Kuwait is the best place to save, as long as you don’t mind a quieter, stricter life.

๐Ÿ’ก Pro tip before you move: Don’t just compare salaries! Ask what your package includes: housing, school fees, health insurance, flights home and end-of-service gratuity. A smaller salary in Oman with free housing can leave you richer than a bigger salary in Dubai without it. In Kuwait, know your rights under the Kuwait labour law and work out your gratuity with our indemnity calculator.

8. Your Questions, Answered

Which GCC country is cheapest for expats?

Oman is generally the cheapest, followed by Bahrain. Numbeo’s 2026 data shows daily costs in Muscat are about 26% lower than in Dubai, not counting rent.

Do expats pay income tax in the GCC?

Not right now! Oman plans to start a 5% tax from 2028, but only for people earning more than OMR 42,000 (about $110,000) a year.

Which is the safest GCC country?

The UAE and Qatar are both among the safest countries in the world. In Numbeo’s 2026 city ranking, Abu Dhabi was #1 globally.

Can expats get citizenship in the GCC?

Almost never. Golden visas give you long-term residency (often 10 years and renewable), but they do not lead to a passport.

Is Saudi Arabia good for expats now?

Yes, much better than a few years ago. There are lots of jobs, entertainment is now allowed and women can drive. But it is still more conservative than the UAE or Bahrain.

Why does Kuwait rank low for expats?

In surveys, expats say it is hard to make local friends, there is little entertainment, the rules are strict and long-term visa options are few. But the salaries and low costs are real strengths. For a lighter look at daily life, read 100 funny facts about Kuwait.
