I came across this today while scrolling through the usual round of ministry announcements, and itโs one of those small rules that actually matters if you fly often. Ever booked a ticket and wondered why the final price was higher than the fare you first saw? This new rule is meant to answer exactly that.
The Directorate General of Civil Aviation (DGCA) says airport fees charged at Kuwait International Airport must now be clearly listed on your airline ticket. The goal, the DGCA says, is simple: more transparency, so you know exactly what youโre paying for before you fly. If youโve followed our coverage of the disruptions after the Kuwait Airways flights to Riyadh were cancelled, youโll know how important clear ticket information becomes when plans suddenly change.
- DGCA Circular No. 58 of 2026, issued on 19 October, requires airport fees to be shown clearly on airline tickets.
- The rule standardises how these fees are disclosed, so passengers can see what theyโre being charged.
- It also sets out how passengers, airlines and travel agencies should deal with each other, including when cancelling a ticket.
- Not all the fee codes are new โ some were already in use before this circular.
What exactly did the DGCA announce?
DGCA spokesperson Abdullah Al-Rajhi told Kuwait News Agency (KUNA) on Thursday that the circular standardises the disclosure of airport fees. In plain terms, that means airlines now have to show these charges in a clear, consistent way on every ticket, instead of burying them in fine print or leaving passengers guessing.
Al-Rajhi said the circular also regulates the relationship between passengers, airlines and travel agencies. Thatโs a broader point than it might sound. It means the rule isnโt only about what you see on your ticket. It also sets expectations for how airlines and agencies are supposed to treat you as a customer, especially when something goes wrong with a booking.
One part of this is particularly useful for anyone who has ever tried to cancel a flight and found the process confusing. According to Al-Rajhi, the circular gives passengers a clear reference point when they want to cancel their tickets. That should make it easier to know what fees apply, what youโre entitled to get back, and what the airline or agency owes you in that situation.
Are these new fees, or just new rules on showing them?
This is the part worth repeating clearly, because itโs easy to misread. Al-Rajhi was clear that not all the fee codes listed in the circular are new. Some of these charges already existed before Circular No. 58 of 2026 was issued. What has changed is not necessarily the fees themselves, but how clearly airlines must show them to you.
So this isnโt a story about ticket prices suddenly going up. Itโs a story about airlines being required to be upfront about charges that, in many cases, were already part of your ticket price anyway.
Why is the DGCA doing this now?
