Kuwait Driving / Riding License Eligibility
Obtaining a driving license in Kuwait involves a standardized process that is heavily integrated with the Sahel application. Whether you are applying for a private car, motorcycle, or commercial license, the process relies on verifying your eligibility and successfully passing government-mandated testing.
The Licensing Process
The procedure to obtain any driving license follows these primary stages:
- Eligibility Verification: Before starting, confirm if your current salary, residency, and professional designation meet the Ministry of Interior’s requirements.
- Medical Examination: All applicants must pass a medical and vision test at a government-approved health center to confirm fitness to operate a vehicle.
- Obtain a Learning License (Istimara): Submit your documents—including your Civil ID, passport, blood type certificate, and medical results—to the General Traffic Department (GTD) in your governorate. Once approved, you will receive your learner’s license, which is required to legally conduct driving training.
- Complete Training: You must complete the mandatory theoretical and practical training hours at an accredited driving school.
- Book Final Tests: Use the Sahel app to book your appointment for the theoretical (computer-based) and practical (road) driving tests.
- Issuance: Upon passing both tests, pay the necessary fees at the GTD or through the MOI portal or Sahel. Your license will be issued with a 5-year validity for expatriates (or 15 years for Kuwaiti/GCC citizens).
License Categories & Requirements
- Private Driving License:
- Requirements: Minimum age of 18. Standard applicants must meet a 600 KD monthly salary, 2 years of residency, and hold an attested university degree (unless exempt).
- Bike (Motorcycle) License:
- Requirements: Minimum age of 17. The process follows the same GTD steps as a private license but with test focus on motorcycle handling.
- Commercial (Public/General) License:
- Requirements: Minimum age of 21. This covers heavy vehicles, taxis, and public transport. Requires specialized training and endorsement beyond a standard license.
- Spouse License:
- Requirements: Eligibility is derived from your spouse’s residency and profession. You must provide an attested marriage certificate and your spouse’s salary certificate/Civil ID to demonstrate family-based eligibility to the GTD.
Exempted Categories
If you hold certain professional titles, you may be exempt from the standard salary (600 KD), residency (2 years), and degree requirements. These categories include:
- Medical Professionals: Doctors, pharmacists, nurses, physiotherapists, and lab technicians.
- Engineering & Academic: Engineers registered with the Kuwait Society of Engineers, university professors, and teachers.
- Legal & Official: Judges, prosecutors, and members of diplomatic or government missions.
- Specialized Business Roles: General Managers, accountants, auditors, financial specialists, and company delegates (Mandoobs).
- Technical Sectors: Oil sector technicians, marine pilots, and sea captains.
- Media & Sports: Journalists, reporters, and professional sports trainers.
Important 2026 Reminders
- Digital First: The Sahel app is the definitive tool for managing your license journey. If your status is not updated or verified in the MOI’s digital system, you cannot proceed with physical applications at the GTD.
- Document Attestation: All non-Arabic documents (like degrees) must be officially translated and attested by the Ministry of Foreign Affairs to be accepted.
- Compliance: Following recent regulatory updates, ensure your residency and profession are strictly up to date. The Ministry has recently revoked licenses for thousands of expatriates whose professional status in their residency file did not align with their driving license eligibility.
