There are 2,276,193 foreigners from more than 120 countries worldwide living in Kuwait, making up two-third of the total population of Kuwait.

However, 90 percent of these foreigners are of seven nationalities, with the Indian expatriate community of 895,348 members in the forefront followed by Egyptian community with 586,387 members, reports Al-Shahed daily.

According to official statistics, Filipino community is in third place with 241,268 members, followed by Bangladeshi community with 198,151 members, Syrian community with 145,328 members, Pakistani community with 109,853 members and Sri Lankan community in seventh place with 99,858 members.

These numbers include those with jobs in public or private sectors and their family members, but not those staying the country illegally with expired residence permits.

Members of the Jordanian Palestinian community in Kuwait, which had reached its peak of around 500,000 in the late 1980s, had reduced dramatically after the Iraqi invasion of Kuwait in August 1990 and the subsequent Gulf War. Several officials have been calling for reducing the number of expatriates in order to bring about demographic balance in the country.

He stressed that the implementation of health insurance for expatriates will lead to increase in health insurance charges from the current cost of KD 50 per year to KD 130, insisting that this cost does not reflect the actual cost of the health services to be offered to expatriates.

Meanwhile, Assistant Undersecretary for Private Sector Health Services Dr Mohammad Al-Khashti affirmed the keenness of Ministry of Health to encourage the private health sector and facilitate procedures related to issuance of necessary licenses for medical centers that provide health services as well as adopt partnership initiation with the private sector in this regard.

He revealed that the Health Insurance Hospitals Company for expatriates (DHAMAN) will soon build three hospitals in three governorates — Jahra, Farwaniya and Ahmadi based on its plan to offer health services to expatriates through a total of 15 healthcare centers.

Dr Al-Khashti explained that Ministry of Health is striving to increase the bed capacity in both government and private hospitals by the beginning of 2,020 to 15,000 from its current capacity of 7,000 in the government hospitals and 1,000 in private hospitals.

In other news the Ministry of Health recently issued a decision requiring domestic workers (Article 20 visa) of certain nationalities to undergo medical test every time they renew their residency, whether they left the country or not.

In a press statement signed by Head of Ports and Borders Health Department Dr Sami Al-Nasser, the ministry enumerated the countries of origin of domestic workers covered by the decision as follows: India, Philippines, Bangladesh, Thailand, Sri Lanka, Ethiopia, Cameroon, Senegal, Central Africa, Madagascar, Nepal, Uganda, R. Congo, Niger, Angola, Chad, Eritrea, Sudan, Benin, Burkina Faso, Togo, South Africa, Djibouti, Ghana, Gambia, D.R. Congo, Guinea, Guinea-Bissau, Kenya, Mali, Zambia, Zimbabwe, Ivory Coast, Sierra Leone, Malawi, Namibia, Nigeria, Tanzania, Myanmar and Somalia.

In a press statement, Al-Marafe revealed the visit of an expatriate’s parents to Kuwait will be based on their age — which should not be above 50 years old, and in case the parent is above 50, the situation of the applicant and his salary will be reviewed thoroughly.

On increasing the salary cap for family residence visa from KD 250 to KD 450, Al-Marafe explained the objective behind this step is to remedy the lopsided population structure.

He pointed out; “We currently have 2,670,000 expatriates and if we do not take such measure, the number will multiply and the problem will worsen.” He wonders “how someone getting a salary of KD 250 will be able to handle the high cost of living and provide for his family, in addition to meeting their basic needs like food, shelter, education and health.” He considers this illogical while warning that if this continues, the State will be burdened in serving the interest of the unproductive marginalized labor force, hence, the need to increase the salary cap to KD 450 to control the expatriate population.

Asked about the mechanism for implementing this measure, Al-Marafe clarified there are exemptions for those on family residency visa; citing those who got the visa prior to the issuance of the decision, those who wish to renew it, newborn babies of families that obtained the visa before the decision was issued, and some special cases related the wife and children.

He said these special cases will be reviewed based on humanitarian considerations or under certain circumstances. He continued saying that “the decision will not be implemented retroactively as it is applicable only to those who will obtain the visa after the issuance and publication of the decision.” He added the decision does not cover those working on commission basis, given that the concerned departments will accept only the salary certificate.

He pointed out it is not allowed to combine the salaries of the husband and the wife, since the husband is considered the main provider of the family. In case of the death of the husband who is the breadwinner of the family, the mother will be considered the breadwinner and the KD 450 salary cap will be applicable to her.

In case of a family dispute, the department will oblige the husband to renew the residence of the wife as there are cases of husbands refusing to renew the residency of their wives due to family dispute, and in this case, the department recognizes the husband as the sponsor of the wife. “We will not allow any expatriate to be the cause of another expatriate’s violation of the Residency Law because of personal issues.

In case the wife leaves the matrimonial house, the husband is supposed to file an absconding case and present evidence,” Al-Marafe narrated.

In the case of Palestinians, Al- Marafe confirmed the department has started remedying the residency situation of Palestinians who hold travel documents from Syria, Egypt, Iraq and Lebanon.

One of the steps being taken to address the issue is to require these Palestinians to use the passports issued by the Palestinian National Authority, instead of the travel documents, so they can enjoy various services like driving license, health and education.

This step will be taken starting with those whose residency permits in Kuwait have expired and the department is now working on about 8,000 such applications.

On the housemaids, Al-Marafe revealed some countries have refused to send their citizens to Kuwait including Indonesia, Malaysia, Zimbabwe and Ethiopia. He hopes the ministry will open new labor market from other countries.

An official who preferred anonymity explained that the decision will open the door wide for high tuition fees and significant shortage of teachers, especially as many of them have already left the country.

He is of the view that allowing citizens to take three years paid leave from work to manage small or medium enterprises gives the Kuwaiti teacher an opportunity to leave teaching field, and the step will also increase financial burden on the Ministry of Finance by paying teachers running their businesses and those taking their places.

The official indicated the decision has negative repercussions in terms of reserving teaching positions for Kuwaiti employee for three years, adding the step might prevent the employment of new graduates as teachers.
