If you’re searching for an apartment, the first person you have to deal with is the watchman who is also known as “Haris”. He is a person who is in charge of cleaning the building and guarding it, but most of the “Haris” thinks that they are  the owner of the building. If you’re looking for an apartment or thinking of shifting, first thing you have deal with is the “Haris”.
If you want to hire an apartment you have to pay a minimum of 150 to 200 KD commission to the “Haris” as a hadiya (gift) and it is not over here, every month we have to pay him 5 to 10 KD as his service charge for cleaning the building and the surroundings.
Even after paying this amount he never cleans the building or the surroundings, in fact he feels he is the owner of the building or the boss of the tenants.

Whenever you need him he will never be available. Recently there were many cases of robberies, the most shocking part was it happened during day time because the thieves knew that this time most of the “Haris” go to sleep as they get up early in the morning to wash cars, so by the time everyone has gone to work around 8 am, he just goes to take a nap and the work of thieves become easier.
The worst part of it is no one dares to complaint against him because most of them don’t know who the owner is or where the estate agency is.

In some of the buildings without his permission you can’t invite your friends or relatives or celebrate any occasion or family gathering. But what can we do, we feel helpless because no one knows what to do and no one is there to listen to the complaints.
Sally dcosta had email me regarding her friends problem Sally is one of regular reader of KUD when her friend was looking for a flat to rent in Salmiya, The “Haris” of the building demand her 200 kwd as his commission or gift, and 10 kwd every month as a service charge for maintaining the cleanliness of the building we all face the same problem but until now no one had found the solution for it.

    101% they feel they own the flats.. i have 1 time problem with my satellite dish, because its too windy those days, my dish misaligned so i dont have good reception. i asked the representative of OSN to fix the problem. to my surprise he did not let the technician fix it. He said go to the office and talk to the owner… they are shit who want only money in every move. the owner put him there as haris to look for our needs. why go to the owner of the building? good thing i dont live there anymore.

    I have family …I have a legal papers but many of them In my flat is ilegal mostly girls ………haris use to come everytime flat is ilegal

  4. U r correct, but Harris r dominating here in many places of kuwait. U know they even have unity, if someone voice against them 4 to 5 Harris will come together to argument/ threaten use. I also agree with ur calculation same in our building.

  5. It's true. I am living in SALMIYA block12. This Harris is very bad. He gave rent in only girls like (pilipino's). Most of the Harris are uneducated people's they don't know English. Always he is enjoying with Girls.

    in our case our egyption haris collect 10KD from each flat as cleaning total 48 flats ( 48*10= 480KD) and he hire one Bagladeshi and give him 50KD per month. The cleaner clean each floor brooming and moping ONLY once in a week thats it, enough?

    haris directly got 430KD/ month

    the same thing he has DSL router and he has 25 connections given most of the flats per month he gets (25x 5 = 125KD) he pays 15KD per month for the internet line so (125 – 15 =110KD)
    so total 480 +110 + 90 (his salary approx) = 680KD

    This is just a small example.. may we all have slightly diffrent cases.. but bitter truth we all. First of all he is a uneducated fellow (Harris). he is earning nearly 700kd per month and first time we have to pay 250kd Gift money. I ama post graduate (stupid) I am doing legal job and I have legal family I am earning monthly KD 250 only. What is this……….pls kindly do something action for buling guards……pls…

  7. My Haris is the same way. He handles everything in a timely manner, even when I went crazy because my a/c went out in the middle of the night, It was taken care of then very next day. And he even did a follow up to make sure that it was working properly. I have no complaints at all.

  9. I notice some of them can be lazy. I haven't had satellite since February! My walls look horrible because they need paint. etc. I'm American and I pay the same price for here as in the US and I had a bigger apartment and all problems were fixed immediately. The difference? people there complain and the "haris" won't have a job.

You are absolutely right.its happening throughout Kuwait. we request to authorities to aware expatriates about law and help them to solve their problems which shahin describe in Email, my dear hope for the best to those who farce these problems. inshallaah hope authorities will take action about this matters,

    sorry to say but some of the real estate properties are owned by locals work or are part of the law enforcement… so even if you go and complain to the authorities – there is only 1 thing they will probably say "if you 'don't like / cannot follow' the situation… you can go back to your country and be the king there".

    the only solution is that they have to be beaten n kicked out without knowing who did it to them…

  14. Who can we complain to about this? Salmiya block 10 all the haris are like this. It's like they have a Mafia. Commission charges, garbage and car cleaning charges and they will not do any work. Why do we have to pay them for cleanliness? That is their job and they are already getting a salary for it!
    My building haris acts like the owner and decides to increase the rent before the 5 year period. He is such a thief and the whole building hates him. Why can't the authorities do something?

    U can do At least see receipt note down office number of owner and complaint them what u r facing the problem. If not all at least u can get rid of few problem. Then haris will at least be aware from u. If every body will do same haris will change his attitute. Most of the cases haris and office staff working like a team doing everything for each other

  21. yess offcourse my haaris taking 10 kd per month extra but he is never cleaning floor at all, our building is a decent one from out side but inside more worst than slum… and now a days they have started a trend, 15-20 kd they collecting again extra than his service charge against the water and electricity charges have been increased. but those are not added in contract, after several times asking then also they are renewing the contract. it means we are paying 25-30 kd extra to them without any acknowledgement. if we are arguing then they asking to change the building, in this case where will go and what to do.

  26. Now increasing of rent is going on in all place in kuwait. Do not know how to stop this… That too very high… Just for single bed room flat is 280kd without electricity. If its double bed room starting from 320kd. Maximum of our salary goes to rent. Its really bad symptoms… Rest to god.

  28. Dears, Recently the harris started asking more than 300kd in salmiya area. If not one month rent we have to pay as a gift. More over lot of rules and regulations and no respect for us… He treat us very badly. For each and everything he needs money. If u want to fix a dish my harris is asking for 10 kd. Now i droped my dish fixing plan and no tv channels in my home. Its going to be a year. Its just a example.

    I would like to add my personal experiance over here.
    Haris earn more then us usually !! check out below the calculation 🙂

  42. i paid the amount of 340 kd. but what i always recieved in my reciept is 320 as per our contract in monthly payment.. i paid almost 450 kd in the 1st month 320 for the flat and rest is for the haris… thus they have a commision in each flat? why? they dont recieve any salary from the owner of the building… wake up ministry of interior… they must do some action for this…

  43. So sad yet true…..the haris at my building worked as a spy for the company I worked for…this info was used against the employees…even if we did nothing wrong…. It was the haris' perception of what was wrong

Rise in rent stopping us to do it because we afraid to lose the apartment and new one will be at higher rent. You can do one thing, be a group from your building and do not pay rent, ask Haris we want to see the owner, believe me he will come. We have done the same thing and at last when the owner came we told him all the complains, he fired him and brought another guy, now this guy is better than the old one. And at last we have a better Haris.

  50. So what is the solution guys i even went to police station to complain about the haris but the police man told me you have to complain to the building owner . i know the owner name but the issue is i dont know his number or address

    Everyone has the same problem.
    I appreciate the admin of KUD if he/she would like to take this issue to the govt/higher level authority through its wide range media KUD.

Also here in Midan hawally in front of Patrick restaurant the Haris her also like king with the Mandof of building we enter in this building we pay 300 kd and 50 kd for him gift and 10 kd every month , after 4 month he asking 300 kd for insurance of the building . Why ? MUST BE THE HONOR OF THE BUILDING PAY THE INSURANCE. After that we pay it , what to do. And then he increase the rent he make it 350 kd and when he give the invoice he didn't write 350 kd he write 400 kd the last time invoice also not the same 500 kd 370 kd in invoice and also big problem he cannot wait to give the rent in date 3 of the month he cut the electricity every we late to pay the rent he close our light. And also we ask him where is the office ,he give the address and after we go we find not office it's shop for satellite. And the telephone no . he give for satellite.

  54. Our Haris is not like this. He answers the phone when I call him and he addresses the problem immediately. He only charges extra if we want our cars washed.

The Housing Authorities in State of Kuwait must inform to every Owner of the building about this matter pending since 10-12 years very strictly as soon as possible! as this Beloved country is ruling by Islamic Laws of all ablution! May we pray that God of mercy would heal this country and strengthen this countries values and let everyone understand the peace of everyone!
